Street art emerged in Baku in the early 2000s, beginning with spontaneous tags before gradually taking more structured forms. The Baku Public Art Festival, active since 2012 through ARTIM Project Space, was among the first initiatives to give the practice a formal public framework. A dedicated graffiti festival followed in 2016, marking a turning point in local recognition of the discipline.
The Sabail district hosts a high concentration of murals, blending historical references with Azerbaijani cultural motifs — the buta (a Zoroastrian teardrop pattern) and pomegranate imagery. In Yasamal, artist Nigar Nabi has produced works exploring identity and female empowerment. Ichari Shahar, the medieval Old City, also hosts occasional interventions, including Ali Shamsi's "Trinity" lion.
YARAT Contemporary Art Space, founded in 2011 in a converted Soviet naval building overlooking the Caspian Sea, supports emerging artists and public programmes.
