Noisy-le-Sec's street art scene is framed by a municipal policy of accompanying urban renewal, driven by the city's cultural affairs department. Seine-Saint-Denis is one of the cradles of graffiti in the Île-de-France region, where the movement developed from the early 1980s onward.
