Orléans developed a street art scene from the late 1990s, when Thoma Vuille — known as M. Chat — began painting large yellow smiling cats on the city's rooftops and facades. The Vinaigrerie Dessaux, an abandoned industrial site on Rue de la Tour Neuve, quickly became the main free-expression space, hosting works by Jef Aérosol, one of the pioneers of the French street art movement.

The Mur Orléans, on the facade of the Cinéma des Carmes on Rue Henri Roy, presents a different artist each month. The Faubourg Bannier district and the Loire quays concentrate numerous murals, with the Pont George-V pillars hosting collective paintings each summer during the Roads Festival. The city also features over a hundred mosaics by MifaMosa, who humorously reinterprets street name plaques throughout its streets.

The Roads Urban Festival, held every July along the Loire, and the annual Loire Art Show structure the local calendar. Tag Lady (mosaic portraits of famous figures) and Levalet (interactive black-and-white drawings) are among the most active artists associated with the scene.
