Toulouse's street art scene traces back to 1985–87, when Mosquito painted a 30-metre mural along the railway tracks at Gare Raynal — the city's first large-format graffiti. In the early 1990s, the Truskool collective crystallised in the Arnaud-Bernard district around Tilt, Der, Ceet, Soone and Sike, alongside female pioneers Miss Van, Mademoiselle Kat and Fafi. The launch of the Rose Béton biennale in 2016, led by Tilt, marked the institutionalisation of a scene widely regarded as France's second most active after Paris.

The Arnaud-Bernard district — the movement's cradle — retains the Truskool mural on Boulevard Lascrosses (2017) and the emblematic Rue Gramat, community-repainted since 2000. Saint-Cyprien, on the left bank of the Garonne, holds Miss Van's "La Symphonie des Songes" (Rue du Pont de Tounis, 2016) and Debza's large paste-ups on the La Grave walls. In the Minimes neighbourhood, Rue des Anges hosts 100Taur's monumental fresco (400 m², 2018, inspired by Picasso and Bosch). Avenue Louis Bréguet no. 55 preserves the Truskool's "50 Cinq" (30 metres, 1994), one of the oldest surviving municipal commissions.

The current scene revolves around Expo Layup (3,500 m², 50 artists in 2024), the annual Latino Graff Festival, the summer #31STREET festival in Saint-Cyprien, and Mister Freeze at Caserne Lougnon. Gallery 22m2 (Quartier des Carmes) runs dedicated urban art exhibitions, and the tourist office organises a monthly "Graff Tour" on foot and by bus.
