Moscow's street art scene emerged in the 1980s, when the Arbat district opened to artists and musicians during the Perestroika era. The Tsoi Wall — graffiti dedicated to rock singer Viktor Tsoi — became one of the city's first monuments of artistic dissent. From the 2000s onward, city authorities imposed strict regulations on outdoor murals, steering most activity toward privately managed creative complexes.
The Flacon Design Factory, a converted industrial complex, and the Artplay cluster have hosted large-scale works by C215, Interesni Kazki, and Misha Most. Courtyards near Trubnaya metro station feature murals by artists including Fintan Magee. On Izoumroudnaya Street, near Babushkinskaya metro, thirteen Khrushchev-era buildings were transformed in 2007 by a joint Russian-Dutch artistic project.
The Artmossphere biennale and the annual Moscow Urban Fest at Flacon draw international artists and structure the local calendar. P183 (Pavel Puhov), the "Russian Banksy," defined politically charged street art in the 2000s before his death in 2013. Misha Most, creator of large-scale murals across Russia, remains one of the most prominent figures in the contemporary scene.
