The city's relationship with public murals began in 1978 when CitéCréation, a collective of fine arts students, started painting large-scale frescoes across Lyon. Their work, including the Mur des Canuts and the Fresque des Lyonnais, established a tradition that paved the way for a broader street art movement. By the early 2000s, graffiti writers and collage artists had joined the scene, blending wild expression with institutional heritage.

The slopes of Croix-Rousse form the creative heart of this movement. Rue Neyret, passage Mermet and the Grande-Côte stairways offer a dense trail of stencils, paste-ups and collaborative walls, with the rotating fresco at place des Tapis as a focal point. The Presqu'île district features collages around rue de la Martinière, while the Tony Garnier Urban Museum in the États-Unis estate displays 25 painted facades further south.

The local scene includes artists such as Brusk, Kalouf, the Birdy Kids collective and mosaic artist Ememem. Since 2019, the annual Peinture Fraîche festival has gathered some fifty artists at the halles Debourg, drawing over 20,000 visitors. The Zoo Art Show collective adds momentum with ephemeral exhibitions around urban culture.
